A “new driver” aged less than 21 years (or has not completed two years from the date of receiving a "new driver" license) cannot transport in a vehicle:

• More than one person, besides himself.
• More than three passengers, besides himself, unless an escort sits beside him.
• More than four passengers, besides himself, unless an escort sits beside him.
• More than two passengers, besides himself, unless an escort sits beside him in the front seat.
